Understanding positional chess is one of the hardest things to learn for a beginner chess player because there are not 100% concrete rules. Of course you can say there are principles like ¨don´t place your pawns on the same color as your bishop to set up for a more favorable endgame¨ however there are ALWAYS exceptions in chess.
